Utah has a bonus point system for limited entry deer, elk, antelope, rocky mountain goat, desert and rocky mountain bighorn sheep, bison, and moose. Half of the permits for any given hunt are given to high bonus point applicants, the other half are randomly allocated. The number of bonus points you have is essentially added chances that you have to draw those permits. So if an applicant has 1 point, they have one chance, whereas an applicant with 15 points has 15 chances.
Utah has a preference point system for general season deer permits. This is true preference point system where the permits are given to the applicants who have the most points.
