Idaho is a state that has a nonresident quota that is an “up to” state. Meaning that they don’t set a certain number of permits aside for nonresidents. To further complicate things, they set quotas different ways for different species. For some they are set at a state level for others they set them at a season or hunt code level. What this means, is just because there wasn’t a nonresident tag drawn, that doesn’t mean that they didn’t have a chance to draw. It means that the quota was filled at a state level in different units or that they just drew residents out and filled all the permits before they drew a nonresident.
